
Borough Council Members
Registered voters of Spring Grove Borough elect members of the Borough Council at large. Their position is part-time, as most members work other full-time jobs, or are retired from full-time employment. Compensation is minimal; Council members receive $50.00 per month and the Council President receives $60.00 per month. The Mayor also receives $60.00 per month.
Roles & Responsibilities
A borough council member is primarily responsible for representing their community by developing and enacting local policies, ordinances, and budgets, essentially acting as the legislative body of the borough, overseeing issues like zoning, public works, and overall community welfare, while also appointing key borough officials and managing the borough’s budget
The role of the president is to:
- Presides at council meetings;
- Signs ordinances, resolutions and contracts;
- Votes, unless he/she has a conflict of interest;
- Serves as Mayor if the Mayor is incapacitated.
The Vice President presides over council meetings in the absence of the Council President.
The role of the Mayor is to:
- Administers Oaths of Office;
- Presides over the mandatory organizational meeting;
- Votes to break tie-votes of Council (cannot vote on hiring or firing Police Personnel, or if he/she has a conflict of interest);
- May take part in Council discussions;
- May call an emergency and regulate certain actions during this time;
- Serves as the primary liaison for emergency services;
- Signs all ordinances unless he/she vetoes the ordinance.
Regardless of position, each position serves a term of 4 years.
